Sir David Owen called yesterday and saw Sir Alan Burns and myself, and later I introduced Mr. Martin to him.

We discussed the question of the Engineer who is to be invited to accompany Sir David Owen on his mission. He explained that Mr. Binns had been suggested by him for the reason that he knew personally no other well qualified Port Engineer, and he knew from experience of a mission on behalf of the Port of London to certain American ports with Mr. Binns that he would get on very well with him personally. Sir A. Burns impressed on Sir D. Owen that the customary Consulting Engineers to the Hong Kong Government for harbour works were the firm of Coode, Wilson, Mitchell & Vaughan-Lee, and that he would understand that it was likely that that firm would be employed by the Hong Kong Government for any work arising out of the prospective investigation of Harbour policy. Mr. Binns was understood to be associated in a consulting capacity with Messrs. Rendel, Palmer and Tritton, and it was desirable to avoid any misunderstanding as to the latters bikety employment by the Hong Kong Government supposing that Mr. Binns were invited to accompany Sir David Owen. Sir David Owen fully appreciated this, and it was finally agreed that he would in the first place sound Mr. Binns as to whether he would be willing to accept
